How do I create a tutorial for my modpack?

Tutorials are created using resource packs. Place your tutorial files in a resource pack, then load them with FTB Tutorial Mod. Players will see the Tutorials button in-game to access them.

Do I need Resource Loader to use this mod?

You only need Resource Loader if you're using FTB Tutorial Mod in a modpack. For single-mod tutorials, you don't need it.
