How do I install the Warfare Expanded Data Pack?

Download the zip file and drop it into the datapacks folder inside your world's save directory (saves/YourWorldName/datapacks). No mod loader needed. Run /reload in-game after installing to activate it.

Do I need the resource pack as well?

It's optional but recommended. The resource pack adds custom textures for the new weapons and armor. The data pack runs fine without it, but things will look better with it installed on your client.
