Do I need Forge or Fabric?

You need one or the other, not both. Use Forge if you prefer Forge mods, Fabric if you prefer Fabric mods. Both versions of Voyager Structures work the same way.

Will this work with my other mods?

Yeah, it should. Voyager uses vanilla blocks, so there's basically nothing to conflict with. Just drop it in and go.
