You need a mod loader, yes. The mod supports Forge, NeoForge, Fabric, and Quilt. Pick whichever one you're already using for your other mods.

Will Discoveria Mod work with my other mods?

Generally yes. It doesn't conflict with most mods. Just make sure you have the Passionfruit API Mod installed, which Discoveria depends on.

Where do I put the downloaded file?

Extract it to your .minecraft/mods folder. If the folder doesn't exist, create it. Then launch Minecraft with your mod loader.
